Sequence of Events

On 27 March 2025, the Ghanaian-registered fishing vessel MENGXIN 1 was conducting routine fishing operations in Ghanaian waters off the Tema coast. At approximately 5:53 p.m., seven armed men approached and boarded the vessel.

Upon boarding, the attackers fired warning shots to intimidate the crew and ordered all personnel onto the deck. They subsequently confiscated mobile phones and other communication devices, effectively limiting the crew’s ability to contact authorities or seek assistance. The armed men remained on board the vessel for approximately three hours while maintaining control of the crew and carrying out their operation.

After the attackers departed, it was discovered that four crew members, including the captain, chief mate, chief engineer, and another crew member, were missing. This immediately raised concerns that they had been kidnapped as part of the attack.

The vessel later proceeded safely to Tema Fishing Harbour where the incident was formally reported. Following the report, the Ghana Navy, Marine Police, and other maritime security agencies launched investigations and coordinated response measures through regional maritime security networks, including ECOWAS maritime coordination mechanisms.

The incident attracted national attention and renewed concerns about piracy and armed robbery in Ghanaian waters and the wider Gulf of Guinea, particularly the security risks facing fishing vessels operating offshore.

  • Four crew members were initially reported missing and suspected kidnapped.
  • Maritime security investigations and response operations were launched.
  • The incident renewed concerns about piracy and maritime insecurity in Ghanaian waters.
