In 2009, Friends of the Nation (FON), with funding support from Oxfam-following initial support from the World Bank-facilitated the formation of Community, Environmental, Monitoring and Advocacy Groups (CEMAGs) in the six coastal districts of the Western Region.
The formation of the groups was necessitated by the discovery and commercial exploration of oil and gas in the region starting from 2007. The main aim of the CEMAGs is to enhance transparency, accountability and environmental sustainability in the exploitation of petroleum resources. Members of the group also report on issues pertaining to human right abuses, health
related issues, environmental pollution and poor conduct of companies and regulators to stakeholders.
